The SBA runs four main programs that let certified small businesses bid as the prime on work set aside for them: 8(a) for disadvantaged owners, HUBZone for businesses in underutilized areas, WOSB and EDWOSB for women owners, and VetCert for service-disabled and other veteran owners. Each one has its own tests, and applying through SBA is free.

What all four share

  • You must be small under the size standard for the notice's NAICS code. See Am I a small business?
  • Ownership and control are tested on paper: who owns the business and who makes the decisions day to day.
  • SBA decides. Being part of a group does not make you eligible by itself; the program's tests do.
  • Certification does not bring work by itself. It lets you bid on set-asides for that program.

Which one to pursue

  1. Check which programs you might qualify for honestly, against SBA's published tests.
  2. Look at past awards in your NAICS codes on USAspending.gov to see how often each kind of set-aside is used for your work.
  3. Talk with an APEX Accelerator, for free, before you apply.

Many first bids need no certification at all. Small business set-asides and unrestricted notices are open to any small business that meets the size standard.

How to apply

Apply through SBA's certification portal, linked from sba.gov. Applying is free. Gather ownership documents, tax returns, and proof of who controls the business. Decisions take weeks to months. Program rules changed often in 2025 and 2026, so read the current rules on sba.gov before you apply.

Common mistakes

  • Claiming a status in SAM.gov before SBA certifies it, where certification is required.
  • Assuming one certification covers another program.
  • Paying a firm that promises approval. Nobody can promise it. SBA decides on the facts.

Can I hold more than one?

Yes, if you meet each program's tests.

Do states honor these?

States run their own programs. Texas, for example, runs VetHUB. See Texas HUB is now VetHUB.
