Texas HUB is now VetHUB
What changed in the Texas HUB program, who can be certified now, and what the change means for your Texas bids.
On this page
For years, the State of Texas certified Historically Underutilized Businesses (HUBs) based on the race, ethnicity or sex of their owners. That program has changed.
What changed
- New name. The state program is now called VetHUB, short for Veteran Heroes United in Business.
- New focus. Certification now focuses on businesses owned by service-disabled veterans.
- Dates. Emergency rules took effect on December 2, 2025. The current rules took effect on May 12, 2026.
- Old certificates. HUB certificates based on race, ethnicity or sex were revoked unless the business showed it qualifies under the new rules.
- One certifier. Agreements with outside certifying partners ended. The Comptroller now certifies businesses directly.
The changes are being challenged in court. Check the Comptroller's VetHUB page for the current status before you rely on any rule.
Who can be certified
Under the current rules, a VetHUB must:
- Be at least 51% owned, managed and operated by Texas residents who are service-disabled veterans, with a service-connected disability rating of at least 20%.
- Be based mainly in Texas.
- Meet SBA size standards for a small business.
Certification is free. It is separate from the CMBL bidders list, which costs $70 a year.
If you are not a VetHUB
You can still bid on Texas state work. VetHUB status is not required to bid. It matters most on state contracts of $100,000 or more that require a subcontracting plan, where every bidder must show a good faith effort to reach certified VetHUBs for the work it plans to subcontract. See The Texas subcontracting plan for state bids of $100,000 and up.
If you think you qualify
Read the certification steps on the Comptroller's site, then apply through its certification portal. Have proof of ownership, control, Texas residence and the disability rating ready.
Never claim VetHUB status until you are certified. The Comptroller has also warned about scam emails that ask vendors for certification documents. Go to the Comptroller's site directly.
Local programs are separate
Many Texas cities, counties and transit agencies run their own minority, women-owned or small business programs. The state changes do not automatically change those programs. Check each local buyer's rules.
Federal certifications are separate too
VetHUB is a Texas program. The federal service-disabled veteran-owned certification is SBA's VetCert program, with its own application. See Certifications: doors, not contracts.
