The SF 1449 is a federal form titled "Solicitation/Contract/Order for Commercial Products and Commercial Services." Buyers use it as the cover of many commercial bids, from small quotes to large contracts. The same form can become your contract, so fill it in with care.

## When you will see it

Federal rules require contracting officers to use the SF 1449 for many commercial solicitations above the simplified acquisition threshold. For smaller commercial buys it is optional but encouraged, so you will see it on many quotes too. Block 14 shows whether the buy is a request for quote (RFQ), an invitation for bid (IFB) or a request for proposal (RFP).

The current edition is dated November 2021. Always fill in the copy that came with your solicitation, not a blank one from somewhere else.

## The blocks you fill in

The top of the form says it plainly: the offeror completes blocks 12, 17, 23, 24 and 30.

| Block | What you put there |
|---|---|
| 12. Discount terms | Any discount you offer for early payment |
| 17a. Contractor/offeror | Your legal business name, address and phone number, plus the code boxes |
| 17b. Remittance | A tick if payments should go to a different address, with that address in your offer |
| 23. Unit price | Your price for one unit of each line item |
| 24. Amount | The quantity times your unit price, for each line item |
| 30a to 30c. Signature | The signature of someone who can bind your business, their printed name and title, and the date |

A few tips:

- **Match your SAM.gov record.** Use the same legal name and address as your registration, so the buyer can find you. SAM.gov registration is free.
- **Fill the code boxes the way the solicitation asks.** If it does not say, ask the contact before the question deadline.
- **Price every line.** The line items continue on the back of the form and on extra sheets. Fill in blocks 23 and 24 on each one the solicitation asks you to price.

## What the buyer fills in

Leave everything else to the contracting office:

- **Blocks 1 to 11:** the numbers, the issue date, the contact for questions (block 7), the offer due date and local time (block 8), the issuing office (block 9), the set-aside, NAICS code and size standard (block 10), and delivery terms (block 11).
- **Blocks 13 to 16:** a priority rating, if any, the method of solicitation, where to deliver and who runs the contract.
- **Block 18:** who pays you and where invoices go.
- **Blocks 19 to 22:** item numbers, descriptions, quantities and units.
- **Blocks 25 to 29:** accounting data, the total award, the clauses and the award decision.
- **Block 31:** the contracting officer's signature.

Read blocks 8, 10 and 27a before anything else. Block 8 is your deadline. Block 10 tells you who can bid as the prime and which size standard applies. Block 27a says whether addenda are attached, and addenda can change the standard instructions. See [How to read a solicitation](https://victavio.com/learn/reading-a-solicitation).

## Signing block 30

The vendor signs. Victavio never signs or dates anything for anyone.

- Sign only if you can commit your business to the offer.
- Print your name and title in 30b and date it in 30c.
- Follow any signature rule in the solicitation, such as a wet ink signature.
- Unless the solicitation sets another period, your offer stays open for 30 calendar days after the due date. If the buyer accepts it in that time, you are bound to deliver on its terms.

## Amendments and the SF 30

Changes to a solicitation come on Standard Form 30, the amendment form. You must acknowledge every amendment before the due date and time. The SF 30 lists three ways to do it:

1. Fill in its items 8 and 15 and return copies.
2. Acknowledge the amendment on each copy of your offer.
3. Send a separate letter or electronic message that names the solicitation and amendment numbers.

If your acknowledgment does not arrive on time, your offer may be rejected. If an amendment changes line items, quantities or the due date, update your SF 1449 to match. See [Amendments and questions](https://victavio.com/learn/amendments-and-questions).

## Common mistakes

- Filling in a blank SF 1449 instead of the one in the solicitation.
- Leaving block 30 unsigned or undated.
- An amount in block 24 that is not the quantity times the unit price.
- A business name or address that differs from your SAM.gov record.
- Missing an amendment acknowledgment.
- Sending only the form. The instructions usually ask for more, such as a technical description, past performance and your representations and certifications. See [Reps and certs are pass or fail](https://victavio.com/learn/reps-and-certs).
