# Certifications: doors, not contracts

> What SBA certifications do, what they never do, and how to approach them honestly. Most first bids need none.

Certifications let a business bid as the prime on bids set aside for that group. They can help. They are also widely oversold.

## The main federal certifications

SBA runs all of these:

- **8(a) Business Development.** For small businesses owned and controlled by people who meet SBA's tests for social and economic disadvantage. It generally requires time in business, and participation lasts a limited number of years.
- **HUBZone.** For small businesses with their main office in a Historically Underutilized Business Zone and at least 35% of employees living in one.
- **Women-Owned Small Business (WOSB) and Economically Disadvantaged WOSB (EDWOSB).** For small businesses at least 51% owned and controlled by women, with extra economic tests for EDWOSB.
- **Veteran Small Business Certification (VetCert).** Certifies service-disabled veteran-owned (SDVOSB) and veteran-owned (VOSB) small businesses.

Program rules changed often in 2025 and 2026, and some are under review. Read the current rules on sba.gov before you apply.

## What certifications do

- Let you bid as the prime on set-asides for that program.
- Make you easier for some buyers and primes to find.
- In some programs, allow sole-source awards under that program's rules.

## What they never do

- Promise you any contract.
- Replace the ability to do the work, insurance, bonding or experience.
- Change the size standard on a notice.

Most first bids need no certification at all, and many businesses win without one.

## Applying is free

SBA's online certification process is free. You do not need to pay a consultant to apply. APEX Accelerators and Small Business Development Centers offer free help with the paperwork.

Decisions take weeks to months. Keep your documents organized: ownership records, tax returns and proof of who controls the business.

## Be exact and truthful

- Never claim a certification or a status you do not hold.
- Never assume you qualify because of who you are. Each program has its own tests, and the tests decide.
- Some statuses in SAM.gov are self-representations. Treat each one as a formal statement to the government, and answer only when it is true.
- When a form asks about your business's designations, answer truthfully and exactly as worded.

Victavio explains programs. It never decides whether you qualify. Check with SBA or an attorney.

## State and local programs are separate

States and cities run their own programs with their own rules. In Texas, the state program is now VetHUB, for businesses owned by service-disabled veterans. See [Texas HUB is now VetHUB](https://victavio.com/learn/texas-vethub). Many Texas cities and counties run separate local programs.

## In Victavio

Add the certifications you hold in Settings, under Workspace. Victavio uses them to place set-aside notices: the ones you can lead show as matches, and the ones you cannot lead show in "Team up or watch".
